Meet the executive board of Pearland Medical Center
Troy Villareal, President, HCA Gulf Coast Division:
Troy A. Villarreal joined HCA Gulf Coast Division as President in June 2016 from Medical City Dallas Hospital, where he had been chief executive officer since October 2013. Before that, he was the chief executive officer at The Medical Center of Plano for five years.
He earned his bachelor’s degree in psychology at Texas A&M University and master’s degrees in health care administration and business administration at the University of Houston-Clear Lake. He is a fellow in the American College of Healthcare Executives.
Villarreal has a strong history of community service. He is a graduate of Leadership Plano Class 27 and formerly served on the executive committee board, strategic planning committee, and alumni committee of Leadership Plano. He also has served on the board of the Plano Chamber of Commerce as campaign cabinet chair for Collin County and as a member of the advisory board of the United Way of Greater Dallas.
Since joining HCA in 1993, Villarreal has been responsible for major facility upgrades, significant growth, and increased patient, physician and employee satisfaction at a variety of HCA hospitals.
Kevin L. Fuller–Chairman of the Board
Kevin Fuller began his career in public accounting and spent more than a decade in corporate finance, managing the assets and investments of public and private institutions and corporations. Having had a successful career in corporate finance, Mr. Fuller decided he could find more satisfaction by helping others, so he began a career as a financial advisor, working with individuals and families as well as small businesses and their owners.
Mr. Fuller and his family are deeply rooted in the Pearland community. He believes in getting involved in – and giving back to – the local community. He completed the Leadership Pearland program through the Chamber of Commerce. He has also served on the boards of the Rotary Club of the 288 Corridor, the Vic Coppinger YMCA, the Northern Brazoria County Education Alliance, and he is a founding board member of the Pearland ISD Education Foundation.
Mr. Fuller is also active with the Pearland Chamber of Commerce, where he serves on its executive board as the Director of Community Development.
He earned his Bachelor of Science at the University of Houston – Clear Lake.
Rushi Patel, CPA
President of Omkar Enterprises MGMT, LLC
Rushi Patel is an active leader in the growth of the Pearland area. He currently serves as the Chairman of the Pearland Economic Development Corporation, as the Vice President of the Pearland Municipal Management District No. 2 and as a member of the American Institute of Certified Public Accountants. In the past, he has also served as the President of the Pearland Adult Reading Center and Secretary/Treasurer for the Pearland Chamber of Commerce.
For more than a decade, Mr. Patel has been the Vice President of Operation and Finance at Omkar Enterprises Management. Previously he worked with PricewaterhouseCoopers as an Audit & Tax Associate.
Mr. Patel earned both his Bachelor of Science in Business Administration and his Master of Taxation at the University of South Carolina.

Scott Sherman, a resident of Shadow Creek Ranch, has lived in Pearland since 2003. Mr. Sherman received his Juris Doctorate from the University of Houston Law Center and a Bachelor of Science from the University of North Texas.
A proven community leader, Mr. Sherman was elected as a Councilmember for the City of Pearland, Texas in 2009-2015 and held the position of Mayor Pro Tem in 2010 and 2012. He is an active in community member and has held many civic and community positions including Chairman for the Adult Reading Center, President of the Texas Municipal League – Region 14, Alternate for the Houston-Galveston Area Council (HGAC), Member of Pearland Economic Development Corporation Strategic Plan Steering Committee, Member of the Pearland Destination Marketing/CVB Task Force, Director and Vice President of Brazoria County Municipal Utility District #26". Mr. Sherman additionally served as a Member of the City of Pearland/Brazoria County West Side Library Committee where he spearheaded a successful effort to bring a second library to Pearland, now known as the Westside Library.
Scott Sherman is the General Counsel for RCI Management and is involved with the Big Brother Big Sister organization where he serves as a ”Big Brother” to a child in need.
